VDOT Proposes Major Changes to Route 3/20 Intersection

The Virginia Department of Transportation (VDOT) has proposed a series of improvements to the intersection of Routes 3 and 20 following a study of accident frequency in the area. The project aims to improve traffic flow, enhance safety, and increase overall efficiency at this busy intersection.

According to VDOT, a 2023 traffic count revealed that approximately 11,500 vehicles travel along Route 20 each day. Meanwhile, Route 3 sees an average of 28,500 vehicles daily on its western leg and 14,000 vehicles on its eastern leg. Since 2019, 75 crashes have been reported at this intersection, according to the Department of Motor Vehicles. Orange County identified this project as a key priority to improve safety and support economic development in the surrounding area.

Proposed Changes
The proposed improvements include:

  • Expanding the westbound Route 3 turn lane onto Route 20 from one lane to two lanes.

  • Closing the crossover from Lyndon Drive to westbound Route 3.

  • Closing the crossover from Route 20 to the businesses across Route 3 (Wells Fargo, 7-Eleven, etc.).

  • Making the westbound Route 3 traffic signal a continuous green light.

  • Extending certain turn lanes and acceleration lanes to improve traffic flow.

For Lake of the Woods residents, the most significant change would be the inability to turn left directly into the plaza that includes Wells Fargo and 7-Eleven. Instead, motorists would need to continue past Route 20, make a U-turn near Wilderness Run Winery, and then turn right into the plaza.

If approved, construction is expected to begin in spring 2028 and be completed by fall 2029.

Public Input Opportunity
VDOT will host a Design Public Hearing on Tuesday, November 18, from 5:00 to 7:00 PM at Locust Grove Elementary School (31208 Constitution Highway, Locust Grove).

The public is encouraged to attend and provide input on the project design.
