Lift Do Not Drink Advisory for Wilderness Water Treatment Plant Customers
ORANGE COUNTY, Va. – Effective immediately, Rapidan Service Authority (RSA), in consultation with the Virginia Department of Health’s (VDH) Office of Drinking Water (ODW), is lifting the Do Not Drink Water Advisory.
A multi-agency response investigation, led by VDH ODW, has not found any reason for the advisory to continue.
Laboratory sampling data over multiple days continually demonstrated that the drinking water fully complies with federal and state drinking water standards. This data was reviewed by ODW’s subject matter experts, toxicologists, and U.S. EPA Region 3 staff.
VDH’s daily inspections of the water treatment plant and distribution system confirmed that the objectionable odor in the drinking water is no longer present at the water treatment plant and had sufficiently dissipated in the distribution system to no longer be a concern.
Despite best efforts from multiple state agencies to identify the source or cause of the odor, it could not be determined. Certified laboratories were unable to identify any contaminant that would have explained the odor. VDH ODW will pursue any new development that would warrant investigation or follow-up.
All VDH permitted food facilities are permitted to reopen. The Orange County Health Department (OCHD) food safety team will email reopening guidance for food facilities. OCHD food safety team members will visit permitted facilities to check in and answer food safety and reopening questions.
RSA advises customers who still detect an odor to flush their taps. Visit the RSA website for flushing instructions. If after flushing the taps, customers still detect an odor they should report it using the contact form at www.rapidan.org/contact-us. This information allows for a more efficient, targeted response.

Do Not Drink Water Advisory Remains in Place
ORANGE COUNTY, Va. – The Virginia Department of Health’s (VDH) Office of Drinking Water (ODW) completed field investigations and inspections at Rapidan Service Authority’s (RSA) water treatment plant and distribution system August 25. Based on VDH’s observations, the Do Not Drink Water Advisory remains in effect.
The objectionable odor continues to reduce. Sampling continues to confirm drinking water remains in compliance with federal and state drinking water standards and is still being used to try to identify the source of the odor. VDH plans to complete another inspection at the water treatment plant and distribution system on Monday, August 26. Following this inspection, VDH and RSA will reassess the nature of the advisory and provide updates if available.
On Wednesday, August 21, a Do Not Use Water Advisory was issued by RSA, the owner of the Wilderness Water Treatment Plant (WTP), in coordination with the VDH, out of an abundance of caution following multiple reports an odor in the drinking water. On Saturday, August 24, the advisory was changed to a Do Not Drink Water Advisory after comprehensive water sampling during the past few days showed that the Wilderness water system complies with federal and state drinking water standards and does not indicate a public health risk.
All VDH permitted food facilities are asked to remain closed until the advisory is lifted. However, the swimming advisory was lifted.

ORANGE COUNTY, Va. – Effective immediately, Rapidan Service Authority (RSA), in conjunction with the Virginia Department of Health’s (VDH) Office of Drinking Water (ODW), is changing the Do Not Use Water Advisory to a Do Not Drink Water Advisory.
This change is based on lab sampling results, a review by subject matter experts and toxicologists, a lessening of the odor of concern at the water treatment plant, and no odor of concern at the Rapidan River intake.
Residents can now safely use the water supply for bathing, toilet flushing, laundry, and other uses not associated with consumption or ingestion. Do not use the water for activities associated with consumption, including drinking, beverage and food preparation (including baby formula and juice), dishwashing, cleaning food contact surfaces, making ice or coffee, and brushing teeth. Parents are encouraged to closely monitor children who take a bath to avoid ingestion at this time.
Only bottled water should be used for drinking, beverage and food preparation until further notice. Those affected should not try to treat the water themselves. Boiling, freezing, filtering, adding chlorine or other disinfectants, or letting the water stand will not make the water safe to consume.

The Do Not Use Water Advisory was issued Wednesday, August 21 by RSA, the owner of the Wilderness Water Treatment Plant (WTP), in coordination with the VDH, out of an abundance of caution following multiple reports an odor in the drinking water.
RSA, VDH, and other responding state partners have been conducting sampling of the water system since a concerning odor in the water supply became evident on Wednesday, August 21. Several rounds of comprehensive lab sampling results, which were received on August 22 and 23, show that the Wilderness WTP water system complies with federal and state drinking water standards, despite the lingering odor of concern. The objectionable odor, initially detected by several residents and at the water treatment plant staff, has lessened over time at the water treatment plant.
Comprehensive water sampling during the past three days shows that the Wilderness water system complies with federal and state drinking water standards. VDH ODW reviewed results with appropriate experts and toxicologists. The Do Not Drink Advisory is recommended out of an abundance of caution until the odor of concern is lessened to a greater level. The comprehensive lab sampling performed to date do not indicate a public health risk. The odor of concern is dissipating. RSA and VDH ODW are meeting daily with the goal to lift the Do Not Drink Advisory as soon as the odor is eliminated or reduced to the extent possible, with continued lab sampling showing no impacts to public health.
VDH ODW is performing additional evaluations and inspections. RSA is actively taking actions to lessen and eliminate the odor of concern while sampling continues. While the source of the objectionable odor has not been discovered, state agencies and local partners continue to investigate why it happened and what caused it.

RSA is requesting that customers not dramatically increase water usage so as to avoid straining the sewer system.
There are no known health concerns that require flushing of household plumbing. If you do flush or have done so already, please record the length of time and number of fixtures flushed in order to be properly credited for the water used. Do Not Use Water Advisory Remains in Place
ORANGE COUNTY, Va. – The Virginia Department of Health reminds residents under the Do Not Use Water Advisory and receiving bulk water from the Orange County water distribution that bulk water should be boiled before being used for cooking or drinking.
To safely boil your water, bring water to a rolling boil for at least a minute and then let it cool before using.
Boil water instructions should be used for bulk water only. Residents under the Do Not Use Water Advisory should not try to treat the tap water themselves. Boiling, freezing, filtering, adding chlorine or other disinfectants, or letting the water stand will not make the water safe.
The Do Not Use Water Advisory was issued August 21 by Rapidan Service Authority (RSA), the owner of the Wilderness Water Treatment Plant (WTP), in coordination with the Virginia Department of Health, out of an abundance of caution following multiple reports an unknown odor in the drinking water.
No new sampling results have been received this morning. Additional analysis of the laboratory results received on August 23 did not reveal any contaminants in levels that could cause health effects with shortterm exposure.
To date, there has not been a specific association of any illness to the odor of concern. However, anyone experiencing gastroenteritis symptoms, such as diarrhea, nausea, vomiting, abdominal cramps, with or without fever, or a rash should seek medical attention. Blood or urine samples might be necessary for testing. The local health department may also collect a water sample from your home and receive information about the illness for additional investigation.
Since a contaminant has not been identified that is causing the odor of concern, the Do Not Use Water Advisory remains in effect until the odor of concern is further reduced or eliminated. Additionally, the swimming advisory remains in effect.
RSA, VDH, and other responding state partners will continue to monitor the situation and provide an additional update on August 25.

The data received on August 23 evening did not identify the source of the odor and did not reveal any contaminants that raise significant concern. However, the odor of concern remains at the water treatment plant and within the distribution system. The odor of concern appears to be dissipating. RSA is taking action to reduce and eliminate the odor of concern.
Since a contaminant has not been identified that is causing the odor of concern, the Do Not Use Water Advisory remains in effect until the odor of concern is further reduced or eliminated. Additionally, the swimming advisory remains in effect.
A source for the odor of concern has not been found despite significant field inspections and sampling. Additional sampling will continue daily. If sampling results continue to show that the drinking water complies with federal standards, and the odor of concern is sufficiently reduced or eliminated, then RSA and VDH will re-evaluate the need for an advisory change. RSA, VDH, and other responding state partners will continue to monitor the situation and provide an additional update on August 24.

Residents must supply their own water containers with sealed lids. Though supplied from a potable source, customers are encouraged to boil bulk water prior to use for cooking or drinking. Rapidan Service Authority Provides Update on Do Not Use Water Advisory
No Volatile Organic Chemicals Detected in Initial Samples
Rapidan Service Authority (RSA), the owner of the Wilderness water treatment plant (WTP) waterworks, reports that water test results show Volatile Organic Compounds (VOCs) are not present in initial samples.
On August 21, following reports of an unknown odor in the drinking water, RSA and the Virginia Department of Health Office of Drinking Water (VDH ODW) initiated a multi-agency response. Out of an abundance of caution and in coordination with VDH ODW, RSA issued a Do Not Use Water Advisory. Based on the odor of concern and preliminary investigation, Volatile Organic Compounds (VOCs) were identified as the potential contaminants of primary concern. On August 21, a Virginia Department of Environmental Quality (DEQ) contractor collected samples from the treatment plant and sent them to a VELAP certified private lab for VOC analysis in accordance with an EPA-approved method.
Laboratory results received on August 22 show there are no VOCs causing the odor of concern. Additional VOC sampling was performed on August 22 and results are expected on August 23. Due to the absence of VOCs in preliminary testing, a wider range of testing will be performed on samples collected on August 23.
RSA staff is currently flushing water out of the distribution system in order to reduce the odor of concern. Testing results should be received within the next 24 to 48 hours. Until that time, the Do Not Use Advisory will remain in effect. Additionally, the multi-agency investigation into the origin of the odor will continue.
RSA, in conjunction with Orange County Fire and EMS, is coordinating bottled water distribution at Locust Grove Middle School, located at 6368 Flat Run Road in Locust Grove, Friday, August 23 from 10 a.m. to 7 p.m. For additional water distribution information, please register for alerts on RSA’s website (www.rapidan.org/subscribe).
Additionally, Orange County is opening two locations – Locust Grove Primary School and the Hornet Sports Center – for residents to fill water bottles. Shower access will also be available at the Hornet Sports Center.

CULPEPER, Va. – On August 21, out of an abundance of caution and in coordination with the Virginia Department of Health, Rapidan Service Authority (RSA) issued a Do Not Use Water Advisory.
The advisory was issued because RSA, the owner of the Wilderness water treatment plant (WTP), received complaints of an unknown odor. The waterworks serves the Lake of the Woods subdivision, Wilderness Shores, Somerset, Edgewood, Germanna Heights, Twin Lakes, Germanna Community College Locust Grove campus, two shopping centers with several restaurants on Route 3.
RSA, in conjunction with VDH, the Virginia Department of Environmental Quality (DEQ), the Virginia Department of Emergency Management (VDEM) and the Virginia Department of General Services Division of Consolidated Laboratory Services (DCLS), is investigating the unknown odor.
Identification of these contaminants is not known at this time. RSA has collected these samples and sent them to Richmond for further analysis. Additional samples were collected on the evening of August 21. Test results can take up to 48 hours for results. RSA will be conducting another round of samples Friday.
The Do Not Use Order will remain in effect until the water is safe to use/drink again.

PRESS RELEASE from Orange County Government:
ORANGE COUNTY, Va. – The "Do Not Use" order for all customers of Rapidan Service Authority’s (RSA) Wilderness water system issued on August 21, 2024, remains in effect due to unknown contamination. Testing conducted on the evening of August 21, 2024, confirmed the presence of hydrocarbons from an unknown source in RSA's water system and from source water in the Rapidan River.
Despite the presence of contamination found in the river on August 21, 2024, the Virginia Department of Environmental Quality, Orange County Fire and EMS, and Fredericksburg Watershed Police have not discovered anything out of the ordinary. The investigation is ongoing. Rumors of a motor vehicle crash, a pipeline break, and a dead body are baseless.
RSA continues to work with the Virginia Department of Health to ascertain when the treatment plant will be able to resume safe operations. Testing continues to be conducted to ensure no unsafe levels of contamination are present. Once testing confirms no unsafe levels of contamination, the system will be flushed.
RSA customers will be informed when the Virginia Department of Health has deemed the system safe to resume water use for drinking, cooking and bathing.
Bottled water distribution is available at Locust Grove Middle School at the bus lot entrance. A limited supply is available as of 2:00pm, August 22, 2024, with more truckloads in route. Additional points of distribution are being considered for bulk distribution of water for persons with their own containers.

RSA will make bottled water available as soon as possible. An ALERT will be sent out and the RSA website updated to show where it can be picked up. Additionally, nearby grocery stores or convenience stores may have water available. Please register for alerts on RSA’s website (www.rapidan.org/subscribe).We will inform you as soon as we determine that your tap water is safe to use.
