UPDATE October 8, 2025:
Work continues on the Patrick Henry Court Drainage Project and related improvements in Hollyfield Park and along Yorktown Blvd. Below is an update on current activities and the steps being taken to keep the project moving forward:
Project Walkthrough and Coordination
Tuesday, October 7 LOWA Interim GM Carolyn Brodeur, Interim Maintenance Director Michael Armstead, Steady Construction Owner Eddie Wheelan, Board Director Leif Henecke, and LOWA staff met on site and walked the entire project. Together, they reviewed the remaining work, identified items causing delays, and established a prioritized action plan with the contractor to complete the project as efficiently as possible.


During the week of October 6, Steady Construction is Scheduled to:
Hollyfield Park Work:
- Grade the water detention facility (BMP) in Hollyfield Park.
- Install the drainage structure within the BMP.
- Set three manhole structure covers along the pipeline.
- Grade and seed surrounding areas within the Hollyfield Park project zone.
The playground remains closed during construction. It is expected to reopen in late October, once new grass has been established in the adjacent project area.

To Be Completed:
- A rock weir, vegetated emergency spillway, and wooden bollards remain to be completed at Hollyfield Park BMP.
Patrick Henry Court Pipeline Work the Week of October 6:

UPDATE-CORRECTION:LOWA Interim General Manager Carolyn Brodeur and Interim Maintenance Director Michael Armstead met on Thursday with Rapidan Service Authority (RSA) General Manager Tim Clemons and Operations Manager Joe Gonzalez to review potential utility conflicts identified near the intersection of Patrick Henry Court and Yorktown Road.
The group discussed several options to confirm whether the existing water line can remain in place or if a relocation and upgrade will be necessary to complete the drainage project. Should relocation be required, the work would be performed by an RSA-approved contractor, with costs primarily covered by LOWA as part of the drainage improvement scope.
RSA and LOWA continue to work cooperatively to define the scope and determine the most practical, cost-effective, and minimally disruptive solution for the community—one that supports both the long-term reliability of the water infrastructure and the successful completion of the Patrick Henry Court drainage improvements.
- Crews are working on three drainage pipelines that cross Patrick Henry Court. To keep traffic moving during construction, they are cutting into the roadway halfway across, allowing one lane of traffic to remain open in active work zones. Once each pipeline section is installed, the roadway will be backfilled and reopened to full traffic.
- An additional utility conflict has been identified at one of the crossover locations. RSA and LOWA are working together to resolve this conflict.
- The third pipeline crossing located toward the intersection of Patrick Henry Court and Yorktown Blvd. cannot be completed until RSA relocates and upsizes a water main that currently conflicts with the pipeline drainage line. RSA’s recent determination that the water main must be upsized has introduced additional steps, including a bidding process and required notification periods. This will delay the final completion of the Patrick Henry Court pipeline installation.
Yorktown Blvd. Detention Facility Work:
- Grading for the Yorktown Blvd. water detention facility is complete.
To Be Completed, Not Currently Scheduled:
- Riprap installation, gravel entrance area, vegetated spillway, two-foot rock weir and a removeable bollard at the driveway remain to be finished.
Final Steps:
Once all pipeline crossovers on Patrick Henry Court are completed:
- Crews will begin final site cleanup and demobilization of construction equipment.
- Paving on Yorktown Blvd. and tar-and-chip work on Patrick Henry Court will be completed.
- Tar and chip will be applied to all Hollyfield Park parking areas after construction is complete.
- Trees will be planted in designated areas of Hollyfield Park.
- Erosion and sediment control fencing will remain in place until new grass is fully established.
