UPDATE October 8, 2025:
Hollyfield Park Work Update:
Grading in the water detention facility (BMP) in Hollyfield Park is in progress.
Installation of the drainage structure within the BMP was started on Tuesday, October 14. As of Friday, October 17 the structure had not been completed.
Crews set one manhole structure cover along the Hollyfield Park pipeline. Four more manhole structures are left to be covered.
Grading in progress within the Hollyfield Park project zone.
The playground remains closed during construction. It is expected to reopen in late October, once new grass has been established in the adjacent project area.
To Be Completed:
A rock weir, vegetated emergency spillway, and wooden bollards remain to be completed at Hollyfield Park BMP.
Patrick Henry Court Drainage Pipeline Work Update:
LOWA Interim General Manager Carolyn Brodeur and Interim Maintenance Director Michael Armstead met on October 9 with Rapidan Service Authority (RSA) General Manager Tim Clemons and Operations Manager Joe Gonzalez to review potential utility conflicts identified near the intersection of Patrick Henry Court and Yorktown Road.
The group discussed several options to confirm whether the existing water line located at the intersection of Patrick Henry Court and Yorktown Blvd. can remain in place or if a relocation and upgrade will be necessary to complete the drainage project. Should relocation be required, the work would be performed by an RSA-approved contractor, with costs primarily covered by LOWA as part of the drainage improvement scope.
The week of October 14 the contractor (Steady Construction) filled in one side of the roadway intersection for traffic to use to enter and exit Patrick Henry Court from Yorktown Blvd.
The contractor is scheduled to cut the other side of the roadway at the intersection the week of October 20 to expose the underground utilities to give RSA and LOWA access to the utilities to be able to work together to define the scope and determine the most practical, cost-effective, and minimally disruptive solution for the community—one that supports both the long-term reliability of the water infrastructure and the successful completion of the Patrick Henry Court drainage improvements.
Two additional utility conflicts have been identified for two other crossover locations on Patrick Henry Court in the areas of 107-110 block. RSA and LOWA have met and are working together to resolve these conflicts quickly and efficiently.
When contractor crews work on drainage pipelines that cross Patrick Henry Court they will cut into the roadway halfway across, allowing one lane of traffic to remain open in active work zones. Once each pipeline section is installed, the roadway will be backfilled and reopened to full traffic.
Yorktown Blvd. Water Detention Facility Work Update:
Grading for the Yorktown Blvd. water detention facility is complete.
To Be Completed, Not Currently Scheduled:
Riprap installation, gravel entrance area, vegetated spillway, two-foot rock weir and a removeable bollard at the driveway remain to be finished.
Final Steps:
Once all pipeline crossovers on Patrick Henry Court are completed:
Crews will begin final site cleanup and demobilization of construction equipment.
Paving on Yorktown Blvd. and tar-and-chip work on Patrick Henry Court will be completed.
Tar and chip will be applied to all Hollyfield Park parking areas after construction is complete.
Trees will be planted in designated areas of Hollyfield Park.
Erosion and sediment control fencing will remain in place until new grass is fully established.
