KEATONS LAKE DAM SPILLWAY REPAIR: On January 29, Harbor Dredge & Dock completed the grout injection work on the spillway. On January 30, Dam Engineer David Krisnitski (A. Morton Thomas and Associates) confirmed the work meets the engineering requirements.
 
The GM immediately notified the State Dam Safety Office, Orange County Emergency Services and Spotsylvania County Emergency Services that LOWA ended the Level 1 Dam Emergency as of January 30.
 
KEATONS LAKE DREDGING PILOT PROJECT: Keatons Lake is once again at full pool. On February 1, LOWA Maintenance relocated our dredge to Keatons Lake to begin dredging coves that are hot spot locations for Harmful Algal Blooms (HABs).
 
  • The purpose is to dredge in the cold weather months on an off cycle of the months the HAB spores are active.
  • This is a pilot project to see how much dredging work can be done with the off cycle approach.
  • This was a discussion point last spring during the 2023 Love the Lakes Speaker Series with Stantec and SOLitude Lake Management.
  • The first cove to be dredged is the one fed by Keatons Run at the boat launch. Ed Rossi, our operator, will pick up where he left off with the land-based dredging late last year.
  • We will be testing the dredge materials we remove.
  • This means the Main Lake dredging will be suspended for the time being. The Main Lake program has not yet been completed.
  • We will be prepared to discuss a more precise timeline once we see how quickly the cove dredging operation goes.
  • Stantec’s Josh Running believes dredging February 1 to April 30 will give the water column time to settle before HABs become active with the warm weather.

CLUBHOUSE REOPENING & GRILL ROOM CEILING TILES: On January 31, LOWA
reopened the Clubhouse for business with the new flooring, paint and lighting fixtures. On February 1, Contractor Hann & Hann and the Buildings Crew installed the new ceiling tiles for the new drop ceiling in the Grill Room, enabling us to reopen the Grill Room on February 2.
During the tour some asked about the naming of the rooms, see the attached recommendations for renaming the President’s Room at the Clubhouse.

 
10TH FAIRWAY PROJECT & DEQ AGREEMENT: We removed Item 7.6 from the agenda, and we will schedule it for February 21 action. We need a few more days to answer Secretary DiPasquale’s questions about the need for the agreement and what other stormwater projects will require such an agreement.
 
The Virginia Department of Environmental Quality (DEQ) requires LOWA to sign a Stormwater Management Facility Maintenance Agreement before LOWA can close out the 10th Fairway Stormwater Management Downstream Drainage Improvement and Green Replacement Project.

Clubhouse Committee’s Recommendations for Renaming Presidents’ Room at Clubhouse
 
 
Rationale:
  • Names of rooms should not conflict with the new look and design statement.
  • Name of Presidents’ Room should be consistent with the multiuse function of the room
including a softer quieter lounge when not otherwise used.
  • Members’ Lounge and Grill Room have name recognition and adequately describe use and
are consistent with new look.
  • More generic functional names for banquet rooms and grand hall are more clear to
customers booking events and in written sales contracts.
 
 
The need for renaming was discussed at Clubhouse Committee meetings on September 13, 2023 and October 11, 2023. Chair JoAnne Lambert requested name suggestions be sent to her for a meeting vote which was held at the December 13, 2023 meeting. Noted from Draft minutes from that meeting:

4.  Five possible names were provided by committee members for the renaming of the President’s Room: Club Pub, Oak Room, Dogwood, Magnolia, and Cardinal. Oak Room received a unanimous vote.
