RAPIDAN SERVICE AUTHORITY
WILDERNESS WATER SYSTEM WATER RESTRICTIONS
The Rapidan Service Authority announced today that the water levels in the Rapidan River have reached the stage that required mandatory water restrictions.
Similar to the Town of Orange WTP which is located upstream of the Wilderness WTPs intake and which instituted mandatory water conservation on Monday, September 13, 2010, our DEQ issued water withdrawal permit requires RSA to take this step.
This situation does not mean that RSA is running out of water. We monitor the level of the river daily and still have an adequate supply of water.
Under mandatory restrictions, the following water uses are not allowed.
- the watering of shrubbery, trees, lawns, plants, home vegetable gardens or any other vegetation, except when using a watering can or hose with an automatic shut off device. Newly sodded or seeded areas may be irrigated at a rate not to exceed one inch in any 7-day period.
- the washing of streets, roads, sidewalks, driveways, garages, parking areas, the exterior of homes or apartments, commercial or industrial buildings or any other outdoor surface, unless mandated by local, state or federal law.
- the operation of ornamental fountains, artificial waterfalls or any other structure with a similar use of water.
- use of water from fire hydrants for any purpose other than fire suppression, unless approved by RSAs General Manager or his designee.
Should a prolonged water emergency occur, the Rapidan Service Authority is authorized to implement further restrictive measures in order to conserve water.

ORANGE COUNTY SHERIFFS OFFICE
PRESS RELEASE
On the night of August 27, 2010, Gary Wayne Miller, age 51, of Orange and John Allen Mathis, age 42, of Lake of the Woods were both spotted at the Orange County High School football game. Miller was spotted outside the fence of the field and Mathis was inside the field area. Both men are convicted sex offenders.
Miller was noticed by a deputy who was familiar with his criminal history and Mathis was reported to Law Enforcement by two people that new of his history. Neither individual had committed any type of act to draw attention to themselves.
Warrants were obtained for both individuals.
Gary Wayne Miller was charged with Va. Code Section 18.2-370.2 loitering within 100 feet of a premises that the accused knew or had reason to know was a primary, secondary, or high school after being convicted of an offense prohibiting proximity to the children as set forth in subsection A of 18.2-370.2 with such prior offense having been committed on or after July 1, 2000.
Miller was released on a $2500 bond. Court Date of October 1, 2010
John Allen Mathis was charged with Va. Code Section 18.2-370.5 having been convicted of a sexually violent offense, as defined in 9.1-902, unlawfully enter and be present, during school hours, upon the property that the accused knew or had reason to know is a public or private elementary or secondary school property.
Mathis was released on $2000 bond. Court Date of October 1, 2010

Virginians need to prepare for Hurricane Earl Videos explaining storm surge, hurricane evacuation now online
RICHMOND, VA Virginians need to prepare now for Hurricane Earl, which is forecasted to be a Category 3 or 4 hurricane as it approaches Virginias coast later this week.
The forecasted path for Earl has changed several times so it is important for Virginians, especially those living in the Hampton Roads region, to pay close attention to the storm. Those in Hampton Roads should review their evacuation and shelter plans. Also, people should make sure they have their emergency supplies ready.
A small change in Earls forecasted path could bring a major hurricane to Virginia, said Michael Cline, state coordinator for the Virginia Department of Emergency Management. Virginia state agencies are getting ready for the storm, and so should residents.
The Commonwealth has activated the Virginia Evacuation Coordination Team for Operational Response to assess Earls potential impact and to take necessary actions. The Virginia Emergency Operations Center is now at Increased Readiness Condition.
VDEM and the Virginia Department of Transportation have created a series of online videos to help families understand storm surge (the reason for large-scale evacuations), and how an evacuation would work. The videos are available at http://www.youtube.com/vaemergency.

The Lighted Boat Parade is scheduled for this Saturday, August 21 at Clubhouse Point at dusk.
The Water Ski Show and a performance by a live band will not take place on August 21. Instead, it will take place on Saturday, September 4. There will be an article in the next issue of Lake Currents with more details.

Good afternoon LOWA Members,
We just received this press release from the Orange County Sheriff's Office:
On Wednesday, June 23, at approx 10:25pm the Orange County Sheriffs Office received a call from a citizen stating that a person who appeared to be of Pakistani descent had gotten out of a car in the Sheetz (Locust Grove location) Parking lot and had placed something in the ice cooler located outside the store.
A note was found inside the ice cooler that made reference to Sept.11, not being a joke. There were other comments of this nature also on the note. No direct threats were made.
Upon the arrival of Sheriffs deputies, the descision was made to shut down Sheetz and evacuate it. An explosives K-9 was called in from Stafford County Sheriffs Office and the property was searched and cleared. The business was reopened at approx. 1:00 am.
All information has been turned over to the FBI.
Any further inquires need to be directed to the FBI.

Good afternoon LOWA Members,
We have an addendum to our email we sent earlier today...
The Governor will be arriving by helicopter tomorrow morning. To accommodate the Governor we need to close part of Lakeview Parkway while the helicopter lands and takes off.
The section of Lakeview Parkway that will be closed begins at the entrance to the ECC round house parking lot and up to the RV and boat storage lot. Traffic will be stopped intermittently--for the helicopter to land and take off. The time frame for these activities is 9:30am to 11am.
The Clubhouse will be open at 9am, come early, have a cup of coffee and a danish.
We are sorry for any inconvenience this may cause our members.

The General Manager has received advice from our attorney that, while the special assessment can only be spent on the spillway, if a member requests in writing to have his/her refund applied to the FY2010 annual assessment, we may legally comply.
Therefore, if you wish your spillway refund applied to your FY2010 annual assessment, you may send an e-mail or letter to the General Manager by April 20. Be sure to include your name with your address or lot and section.
If you do not request your spillway refund to be applied to your FY2010 annual assessment by April 20, a check will be mailed to you.

The House Committee met this morning to consider Senate Bill 276 as amended. The Bill passed unanimously and now goes to the full House and Senate for approval. It will then go to the Governor to be signed. Please see Channel 18 for additional information. Also, more details will be provided at the Board of Directors Meeting on Saturday, March 6, 2010.
Senate Bill 276 is revised legislation introduced by Senator Houck. If this legislation is passed by the full House, Senate and signed by the Governor, it will relieve LOWA from having to upgrade the spillway.

1.During extremely hazardous ice or snow road conditions, vehicular travel on LOWA roads may be restricted to EMERGENCY TRAVEL ONLY with violators subject to a penalty.
2. Any resident parking or abandoning a vehicle on LOWA roads, cul-de-sacs, shoulders or road right-of-ways (including ends of driveways forward of the front boundary of private lots) will be subject to a penalty and/or towing at the owner's expense.

Additionally, they will need to fix a leak in Section 13 which will effect only the following streets, Eastover Parkway between Larkspur Lane and Keaton's Run Dam, Wilderness Lane, Edgemont Lane and Larkspur Lane.

Hello LOWA Members,
We received an email from the Orange County Public Schools new middle school project manager regarding skateboarding at the new middle school building site and vandalism last weekend. There were ramps built in areas on the campus and water added to the gas tanks of masonry saws. Along with a locked door being broke open in the building.
The sheriff's office was called and the school system has asked the sheriffs dept to increase patrol around the site on weekends.
OC Public Schools wants to do what is necessary to protect and insure the structural integrity of this project, and even more so, to protect the neighborhood youth from getting into harm's way, by making them aware.
To help secure the site, the entrance ways are chained off during non-working hours, and there are several "No Trespassing" signs posted.
Please be aware that if anyone is caught and/or identified in such criminal activity, they will be prosecuted.

Hello LOWA Members,
There is a phone scam going on in this area, semmingly targeting seniors.
Please read the scenario below....
An 85-year-old lady wanted to know how to wire money because her grandson had called to say that he was in jail and needed $3000 for bail. He said that the bail bondsman would call her at 4 p.m. A quick call to her grandson's cell phone determined that he was in his college classroom, not in jail.
We called the State police and the trooper said that was an active scam in our area. At 4 p.m. the bail bondsman called and ask for the number on the wire she was to send.
As instructed by the trooper she told the man that she was aware of what he was up to and not to call again.
We have no idea how this man got her number or that she has a grandson as she does not have a computer.
Members, please be aware and double check on items when someone calls claiming to be someone they are not. Call the Virginia State Troopers and let them know about the phone call you received.
