LOWA disclosure on accident
The LOW Board of Directors wanted to share the following update:

The following statement has been issued by LOW%E2%80%99s attorney regarding an accident on the main lake in July 2010. This statement has been made a part of the Association disclosure package, which is given out by the Association to prospective owners when properties change ownership.

"The personal representative of a guest of a Lake of the Woods resident who died after sustaining injuries from a boating accident on the main Lake of the Woods lake has filed suit in late November of 2011 against the operator of the boat involved in the accident and against the Association. The lawsuit seeks $6,000,000.00 from the Association. As of the date of this statement, the lawsuit is in its very early stages and no date has yet been set for trial.

The lawsuit claims that the operator of the boat was an agent or servant of the Association and, therefore, that the Association is responsible for the claimed negligence of the operator. The lawsuit also claims that the Association failed to maintain the Lake in a safe condition. The Association denies the allegations made against it and intends to vigorously defend against the lawsuit."

Orange County Trash collection
Good morning, LOWA Members,

A note from Orange County regarding Trash Collection sites and the Landfill.

Friday has been set as an extra holiday for the county staff. Because of the impact of a Christmas Day closing and the normal holiday closing on Monday the formal holiday, we have adjusted the hours for this coming weekend as follows. This would seem to accommodate all of the Christmas wrapping and packaging trash most effectively.

Delinquency Report Correction
Delinquency Report Corrections
The percentage of delinquencies of FY 11 LOWA assessments reported by the Treasurer at the December 3, Board meeting and then subsequently reported in the Free Lance Star was incorrect. At the end of October the delinquency rate was 4.2% not 11%. A rate under 5% is considered in the normal range according to our Director of Finance.

RSA just called to say that they are repairing a leak in section 8 and the water is off. Main streets affected are Washington, Monument Rd and Constitution Blvd. They expect to have the water back on in an hour.

Nov 9 Emergency Alert
LOWA Members,

Nationwide EAS Test
FEMA, in coordination with the Federal Communications Commission and the National Oceanic and Atmospheric Administration, will conduct the first nationwide Emergency Alert System Test on November 9, at 2:00 p.m. The alert will be sent by all radio and television broadcasters. The test will last approximately 2 minutes.

While tests of the Emergency Alert Systems are routinely heard on televisions and radios, these TEST messages are generated at the State level. The test on November 9th will be the first test of the system from a national generation point. This test will be using the LIVE code and not the TEST code that is normally used. As a result some televisions may not indicate that the message is a test. It is important that everyone in the community understand that this is only a test and not a real emergency, no action should be taken as a result of the broadcast.

RSA just informed us of a water main break in the 600 block of Lakeview Pkwy. Homes affected are on Lakeview Pkwy between Yorktown Blvd and Liberty Blvd. RSA is diligently working on it now.

OC opens trash collection sites Sundays
Good afternoon, LOWA Members,

Orange County Supervisors have voted to reopen trash collection sites on Sundays. Regular Sunday hours are 9am to 5pm at all collection sites. The landfill will be closed Sundays.

In order for the County to open on Sundays they decided to close all trash collection sites and the landfill on holidays. The sites will be closed on the following holidays.

Monday, October 10
Friday, November 11
Thursday, November 24
Friday, November 25
Sunday, December 25
Monday, December 26

Future holidays will be announced at a later date.

RSA work scheduled for October 5
Attention LOWA Members,

We received this information from RSA regarding work scheduled for Wednesday.

RSA will be installing a gate valve then repairing a water leak in section 2 of LOW the morning of Wednesday, Oct 5.

Areas affected briefly during the gate valve installation will be:
from the intersection of Green St & Sand Trap Ln along Sand Trap Ln,

from the intersection of Lakeview Pkwy & Limestone Ln along Limestone Ln to include Marble Ct,
and

from the intersection of Creekside Dr & Gold Valley Rd along Gold Valley Rd to Sand Trap Ln to include Mansion Ct, Quicksilver Ct, Flagstone Ct, and Gold Rush Dr.

Then areas remaining off for the water leak repair will be Limestone Ln and Marble Ct.

LOWA Amenities are Open!
Good afternoon, LOWA Members,

All LOWA facilities are open and operating at normal schedules with a variation for Fareways and the meeting rooms in the Woods Center.

Fareways is able to serve food from the side serving window until repairs can be completed in the dining area.

Please come and get breakfast or lunch from Fareways, keep the ladies busy!

The Pro Shop is open and has merchandise ready to go for the cooler weather.

The meeting rooms in the Woods Center are closed until repairs are complete.

We are sorry for any inconvenience this may cause you. Check Channel 18 and/or Lake Currents for changes in meeting places.

LOWA Plans for Hurricane Irene
Good afternoon, Members,

In preparation of the impending hurricane, the following closings are effective at LOW:

Both Pools will be closed Saturday and Sunday, August 27-28. We hope to re-open on Monday, August 29 however this will depend on damage and debris from the storm.

The Clubhouse will be closed Saturday and Sunday, August 27-28. We plan to re-open on Wednesday.

The Golf Course will be closed Saturday and Sunday, August 27-28. We hope to re-open on Monday however there were many trees down from last night%E2%80%99s storm and we expect additional damage from the hurricane. Please call the course at 972-2230 to confirm whether it is open before you visit.

The Equestrian Center is closed until Tuesday, August 30. There will be no trail rides available for the foreseeable future due to damage and fallen trees on the National Park trails.

The Community Center is closed for all weekend activities. There will be no keys available from Security.

The Marina will be closed until Tuesday, August 30. We are currently experiencing a power outage at this facility and we do not anticipate having the issue resolved before Tuesday.

We will try to follow up with additional emails as more information becomes available or changes, and assuming we continue to have access to utilities.

Neighborhood Watch
Dear Members of the Association,

There will be an important Neighborhood Watch meeting on Monday, August 29, 2011, at 7:00 p.m. in the Community Center. Please attend and help us get organized to move forward with this program.

We now have a volunteer coordinator, and we need more volunteers and especially "block captains" as well as new ideas. Come and be ready for a brainstorming session. We will have an Orange County Deputy and our own USSA Security Chief there to assist.

Message from LOWA Regarding the Earthquake
Dear Members of the Association,

The following infomatin is being sent to update you on everything that has gone on since the earthquake. First, the Association has received no reports of injury within the lake. Staff has inspected all buildings and with the exception of the Woods Center, all buildings seem to have sustained no damage. The Woods Center and more specifically Fareways sustained a moderate amount of damage on the interior only. Events at the Woods Center will be postponed for probably a week.

The Assistant General Manager of Facilities has been checking on the the dams. Starting immediately after the event, a 3 hour cycle of checking the dams and taking piezometer readings commenced. This cycle will continue throughout the night and possibly beyond.

The Association Management is aware of the approaching hurricane and we will be preparing for that event as well.

LOWA Lake Health Advisory
LOWA has discovered a potentially harmful algae bloom (Mirocystis aeruginosa) in Keaton%E2%80%99s Lake. Mirocystis aeruginosa is a toxin producing algae that can cause sickness if ingested.

Residents should avoid contact and ingestion of water particularly in areas where this green surface alga accumulates as this increases the chance of sickness.

Cumberland Beach and the Keaton%E2%80%99s Run access points have been closed to swimming with signage posted.

This type of bacteria is not uncommon during this time of year when low flow and warm water temperatures create suitable habitat for algal growth.

The abundance of this bloom in Keaton%E2%80%99s Lake is being monitored and residents will be advised through the ealerts system and lake currents when the advisory is no longer in effect.

No populations of this type of algae have been found in the main lake. The bloom on the Main Lake located near the back gate and Turtle Island was tested at the same time as the Keaton%E2%80%99s water sample and found to be composed of non-harmful diatom species.

Good morning, LOWA Members,

RSA has just informed us of an unexpected water main break on Sand Trap Lane in Section 2. In order to repair the problem, water is being shut-off now. Streets affected include Sand Trap Lane, Gold Valley Road (between Creekside Dr and Sand Trap Lane), Mansion Ct, Quicksilver Ct., Flagstone Ct, Gold Rush Drive, Tallwood Trail, and Birdie Rd (between Sand Trap and Mt. Pleasant Rd).

RSA will work as quickly as possible to restore water service.

The Front Gate Entrance to LOWA will be experiencing delays and shut-downs while maintenance and paving is done during the next week.

LOWA holiday weekend
Good morning, LOWA Members,

A few notes about the holiday weekend....

The good news is that Edgemont Beach is open and safe for swimming.
Samples collected midweek for testing came back in the safe range.

The F&R Parade and festival will be tomorrow, July 2.
The Parade begins earlier this year, at 10:30am.
No right turns at the front gate will be allowed from 10:15am until the parade is over (approx. 11:40am). All traffic will be routed LEFT at the front gate upon entering.

Flag raising at 11:45am in front of the Clubhouse.
Festival is on Clubhouse Point from Noon to 4:30pm.
Water Ski Show at Clubhouse Point from 6pm to 8:30pm.

Fireworks sponsored by LOWA begin at 9:15pm. Please be seated by 8:55pm as Lakeview Pkwy will be closed from the front gate to Wakefield Dr at 8:55pm. All traffic entering the front gate will be routed LEFT until after the fireworks.

LOWA Offices are closed Saturday, July 2 and Monday, July 4.

Beach closure
Good morning, LOWA Members,

Edgemont beach has been closed for swimming due to a high bacterial count.
Upstream inspections and sampling have been conducted and we are continuing our efforts to determine what may be causing these high counts.

Samples will be collected again today with results expect by Thursday or Friday.
We have contacted another lab with bacterial source tracking capabilities in the event the high levels persist.

As a reminder all LOWA beaches are sampled monthly throughout the season for bacteria. Results for all the other LOWA beaches as well as Flat and Keaton%E2%80%99s Run collected in the month of June came back below the level of concern.

OC Trash Collection time change
Good afternoon, LOWA Members,

The trash compactor and the landfill will be closed Wednesdays and Sundays starting Sunday, July 3. July is the beginning of Orange County's fiscal year. This is one of the budget cuts that were made to keep from raising taxes this year.

All trash sites and the landfill will be closed Wednesdays and Sundays.

WALMART ANNOUNCES NEW RETAIL LOCATION IN ORANGE COUNTY

ORANGE, VA %E2%80%93 Orange County welcomes Walmart%E2%80%99s public announcement that it has identified a location for a new retail establishment along the Route 3 Corridor in the County. Walmart officials have advised the Board of Supervisors that Walmart will file its Special Use Permit application for the commercially zoned property at the intersection of Somerset Ridge and Route 3 with the County in the coming weeks and has many of the necessary components of that application completed.

Orange County remains committed to providing assistance to Walmart in an effort to realize a retail store on the Route 3 Corridor and looks forward to Walmart joining our business community.

Orange County land assessment
Orange County is conducting a reassessment during 2011 to be used for the 2012 tax year.

Beginning on Monday, May 16, assessors from the Wampler-Eanes Appraisal Group will be visiting Lake of the Woods properties during the next several months to conduct the reassessment.

The assessors will have appropriate identification badges and will be driving cars labeled %E2%80%9CCounty Assessor%E2%80%9D.

The assessors will come to your front door, knock and let you know that they are on your property conducting the reassessment. They will look around the outside of the property, take pictures and possibly take measurements. They will not be entering the home.

After the assessor is finished he or she will leave a yellow card at the property.

RSA working on water
Good afternoon, LOWA Members,

RSA has scheduled maintenance of a fire hydrant in section 1 on Thurs, May 12. Water will be off on Mt Pleasant Dr between Fairway Dr and Tall Pines Ave. RSA is estimating to be completed by Noon.

Also remember, that RSA will be flushing hydrants next week, May 16-20 from 10 PM to 5 AM. Homeowners may experience discolored water, low water ressure, and air in the lines.

A contractor doing work near Yorktown Blvd. accidentally drilled into a water main earlier today. Rapidan Service Authority (RSA) is working on repairing the problem. Currently, the only area still without water is Section 9. RSA has received reports of brown water is several areas. If you experience this problem, please run the water until it turns clear%3B then contact RSA with the time it took to run clear and your account will be credited.

More RSA interruptions

The Association has just been informed by Rapidan Service Authority (RSA) that the water will be turned off on Tuesday, March 1st at approximately 9:00 am for a water line repairs. The areas affected include:

- Lakeview Pkwy (golf course side) from Creekside Dr. to Fairway Dr.
- All of Section 2 except for Eagle Ct., Green St., and Broken Iron Ct.
- All of Section 13

At this time RSA is not able to say how long the repairs will take.

Message from the LOWA GM about 9.9
Dear Members of the Association,

At 2am Thursday morning, a fire started at the 9.9 leaf pile area as a result of internal combustion. Fire services responded to the fire, they turned it over to Maintenance at 5am yesterday morning. The area is still smoldering, but the fire is contained. Maintenance continues to have someone on fire watch and will continue to monitor the situation.

LYF Santa Visit
Good afternoon LOWA Members,

The Lake Youth Foundation will be sponsoring Santa's visit on Saturday, December 18, from 3:30 until 5:30 PM at the Community Center. He will visit personally with each child or family group in a special magical room set up by his elves. Parents and grandparents may take as many photos as they wish at no charge.

All visits are arranged by appointment. To make an appointment with Santa, please call Connie Buttimer at 972-0083 beginning at 9 AM on Friday, December 3. If the line is busy or there is no answer, j ust leave your name/phone number and you will be contacted as soon as possible.

There is no charge for this service, but we always accept donations to help us with our many activities, events and scholarship program.

ORANGE COUNTY SHERIFFS OFFICE PRESS RELEASE

On the night of August 27, 2010, Gary Wayne Miller, age 51, of Orange and John Allen Mathis, age 42, of Lake of the Woods were both spotted at the Orange County High School football game. Miller was spotted outside the fence of the field and Mathis was inside the field area. Both men are convicted sex offenders.

Miller was noticed by a deputy who was familiar with his criminal history and Mathis was reported to Law Enforcement by two people that new of his history. Neither individual had committed any type of act to draw attention to themselves.

Warrants were obtained for both individuals.

Gary Wayne Miller was charged with Va. Code Section 18.2-370.2 loitering within 100 feet of a premises that the accused knew or had reason to know was a primary, secondary, or high school after being convicted of an offense prohibiting proximity to the children as set forth in subsection A of 18.2-370.2 with such prior offense having been committed on or after July 1, 2000.

Miller was released on a $2500 bond. Court Date of October 1, 2010

John Allen Mathis was charged with Va. Code Section 18.2-370.5 having been convicted of a sexually violent offense, as defined in 9.1-902, unlawfully enter and be present, during school hours, upon the property that the accused knew or had reason to know is a public or private elementary or secondary school property.

Mathis was released on $2000 bond. Court Date of October 1, 2010

Virginians need to prepare for Hurricane Earl Videos explaining storm surge, hurricane evacuation now online

RICHMOND, VA Virginians need to prepare now for Hurricane Earl, which is forecasted to be a Category 3 or 4 hurricane as it approaches Virginias coast later this week.

The forecasted path for Earl has changed several times so it is important for Virginians, especially those living in the Hampton Roads region, to pay close attention to the storm. Those in Hampton Roads should review their evacuation and shelter plans. Also, people should make sure they have their emergency supplies ready.

A small change in Earls forecasted path could bring a major hurricane to Virginia, said Michael Cline, state coordinator for the Virginia Department of Emergency Management. Virginia state agencies are getting ready for the storm, and so should residents.

The Commonwealth has activated the Virginia Evacuation Coordination Team for Operational Response to assess Earls potential impact and to take necessary actions. The Virginia Emergency Operations Center is now at Increased Readiness Condition.

VDEM and the Virginia Department of Transportation have created a series of online videos to help families understand storm surge (the reason for large-scale evacuations), and how an evacuation would work. The videos are available at http://www.youtube.com/vaemergency.

Good afternoon LOWA Members,

We just received this press release from the Orange County Sheriff's Office:

On Wednesday, June 23, at approx 10:25pm the Orange County Sheriffs Office received a call from a citizen stating that a person who appeared to be of Pakistani descent had gotten out of a car in the Sheetz (Locust Grove location) Parking lot and had placed something in the ice cooler located outside the store.
A note was found inside the ice cooler that made reference to Sept.11, not being a joke. There were other comments of this nature also on the note. No direct threats were made.

Upon the arrival of Sheriffs deputies, the descision was made to shut down Sheetz and evacuate it. An explosives K-9 was called in from Stafford County Sheriffs Office and the property was searched and cleared. The business was reopened at approx. 1:00 am.

All information has been turned over to the FBI.

Any further inquires need to be directed to the FBI.

The Governor will be arriving by helicopter tomorrow morning. To accommodate the Governor we need to close part of Lakeview Parkway while the helicopter lands and takes off.

The section of Lakeview Parkway that will be closed begins at the entrance to the ECC round house parking lot and up to the RV and boat storage lot. Traffic will be stopped intermittently--for the helicopter to land and take off. The time frame for these activities is 9:30am to 11am.

The Clubhouse will be open at 9am, come early, have a cup of coffee and a danish.

The House Committee met this morning to consider Senate Bill 276 as amended. The Bill passed unanimously and now goes to the full House and Senate for approval. It will then go to the Governor to be signed. Please see Channel 18 for additional information. Also, more details will be provided at the Board of Directors Meeting on Saturday, March 6, 2010.

Senate Bill 276 is revised legislation introduced by Senator Houck. If this legislation is passed by the full House, Senate and signed by the Governor, it will relieve LOWA from having to upgrade the spillway.

The President of the Association has declared a State of Emergency in Lake of the Woods. Per our Regulations, during an emergency ice/snow condition as declared by LOWA's President, the following pertains:

1.During extremely hazardous ice or snow road conditions, vehicular travel on LOWA roads may be restricted to EMERGENCY TRAVEL ONLY with violators subject to a penalty.

2. Any resident parking or abandoning a vehicle on LOWA roads, cul-de-sacs, shoulders or road right-of-ways (including ends of driveways forward of the front boundary of private lots) will be subject to a penalty and/or towing at the owner's expense.

Hello LOWA Members,

We received an email from the Orange County Public Schools new middle school project manager regarding skateboarding at the new middle school building site and vandalism last weekend. There were ramps built in areas on the campus and water added to the gas tanks of masonry saws. Along with a locked door being broke open in the building.

The sheriff's office was called and the school system has asked the sheriffs dept to increase patrol around the site on weekends.

OC Public Schools wants to do what is necessary to protect and insure the structural integrity of this project, and even more so, to protect the neighborhood youth from getting into harm's way, by making them aware.

To help secure the site, the entrance ways are chained off during non-working hours, and there are several "No Trespassing" signs posted.

Please be aware that if anyone is caught and/or identified in such criminal activity, they will be prosecuted.

Hello LOWA Members,

There is a phone scam going on in this area, semmingly targeting seniors.

Please read the scenario below....

An 85-year-old lady wanted to know how to wire money because her grandson had called to say that he was in jail and needed $3000 for bail. He said that the bail bondsman would call her at 4 p.m. A quick call to her grandson's cell phone determined that he was in his college classroom, not in jail.

We called the State police and the trooper said that was an active scam in our area. At 4 p.m. the bail bondsman called and ask for the number on the wire she was to send.

As instructed by the trooper she told the man that she was aware of what he was up to and not to call again.

We have no idea how this man got her number or that she has a grandson as she does not have a computer.

Members, please be aware and double check on items when someone calls claiming to be someone they are not. Call the Virginia State Troopers and let them know about the phone call you received.
